Recommended settings: You are currently confronted with a page that's a bit of a mess of cross-references and thick with a language that can be tricky to display on English operating systems, so this section is to get you set up for this page. First, the page was designed using IE at 1024x868 resolution. It should look fine in any browser. It should also look a bit silly at 800x600 but work fine. The Japanese on the page uses S-JIS encoding. It's specified on the site, and if you use IE it probably asked you if you wanted to add the S-JIS character set if you didn't have it already. And the more char-sets you have the better, I say.
